Located near the historic oak tree at the intersection of J. Basanavičius and Independence Streets, the modern monument "Herald of Freedom" commemorates March 11, 1990. The sculpture, created by artist Kazimieras Kisielius, was conceived shortly after March 11, 1990, but it took eight years for the idea to become a reality. The foundation, which includes a "Testament to Future Generations," was consecrated in 1993, and the "Herald of Freedom" was completed in 1998.
On July 17, 1993, Šilalė celebrated the 460th anniversary of the construction of its first church. During this event, held near the Independence Oak, the cornerstone of the future Freedom Monument was blessed. City administration head Algimantas Špečkauskas read the Testament to Future Generations, a document signed by local residents, which was placed into the foundation of the "Herald of Freedom."
