The manor house is situated on a high bank of the Nemunas River. Accessed from the Panemunė road, it is reached via a staircase consisting of 365 steps, rising about 60 meters. The manor was constructed between 1830 and 1840 according to the design of Italian architect Piero de Rossi, inspired by the style of an Italian villa. The builder of the manor was Kletas Burba, the marshal of the nobility of Panevėžys.
"Belvederis" in Italian means "beautiful view." The manor is surrounded by a park with rare trees. From the massive three-story tower of the manor, there is a magnificent view of the Nemunas-Dubysa valley.
